Courts, legislatures, and civilian agencies are being told to adopt machine intelligence against systems they cannot take offline: dockets, committee records, benefits files, licensing queues. The spend goes to seats, models, and cloud.

Operative definition
Sovereignty over a machine intelligence is not ownership of it. It is the demonstrated capacity to say no to your own system — to constrain it, to prove to an auditor what it did, and to switch it off without institutional collapse.
